The Land Commission of Inquiry Chairperson Justice Catherine Bamugemereire has accused the land dealer Haruna Ssemakula for masterminding the encroachment of Nonve forest reserve.

While cross examining Ssemakula at the commission, Bamugemereire says that his instructions to survey the 264accre of land he had allegedly bought resulted into the encroachment of the 600accres from the 700accres of the forest reserve.

Ssemakula through his land dealing company Zaisaf Investment Limited is said to have obtained 43titles in Nonve forest reserve on plot 226 and 228 sold out 70 percent to other encroachers including the former Wakiso District Chairman Ian Kyeyune.

Bamugemereire further accuses Ssemakula of frustrating National Forestry Authority (NFA) officials in 2004 through an army officer when they attempted to stop his surveyors from illegally surveying the Nonve forest reserve land.

However, she directs him to report at Kakiri Police station and make a statement he had for the last 13years rejected to do.

Meanwhile, the commission issues a criminal summon to one Frederick William Kavuma to appear before the members or be arrested once he fails.
