The Gulu District Chairperson Martin Ojara Mapenduzi has suggested that government should review and introduce the minimum academic qualification for local government leaders.

Mapenduzi cites out some of the district chairpersons and division mayors who even don’t senior six certificate yet they are supposed to supervise the technocrats which are highly qualified.

He said this while delivering his presentation at the two day 4th Conference on Economic, Social and Cultural rights at Makerere University.

Meanwhile, the Global Rights Alert Executive Director Winfred Ngabiirwe urges government to re-introduce general volunteering locally known as Bulungi Bwansi” that mobilizes communities to get involved in the development of their societies.

She says that this system will also reduce the budgetary expenditure and increase the development in the country.
