The Uganda Human Rights Commission has made it clear that the criminal proceedings levied against top police officers for alleged kidnap and extradition of Rwandan national is sufficient enough to prove President Museveni’s stand to the Inspector General of Police to clean up the force.

The Commission Acting Chairperson, Meddie Mulumba says the arrest of Joel Aguma, the Commandants of the Police professional Standards Unit and Nixon Agasirwe, the former head of the Special Investigations Unit is an indication that all isn’t well in the force.

The two were arrested last week together with Alex Tumukunde and Faisal Katende, both from the Flying Squad Unit and James Magada, an intelligence officer.

They were arraigned before the Army General court martial for allegedly kidnapping and illegally extraditing Lt. Joel Mutabazi, a former bodyguard of Rwandan President, Paul Kagame to Rwanda in 2013.

Mulumba who was briefing journalists about the status of the Police officers some of whom are detained at Luzira maximum prison and Makindye military detention, who were found in good condition, says Police Force has in the past failed to act on the accusations of human rights violations.

The Commission however faulted the arresting authorities for detaining the suspects beyond the mandatory 48-hours.

Mulumba said the Chieftaincy of Military Intelligence, Internal Security Organization and police should always carry out thorough investigations before effecting arrests.
