The former presidential candidate for the Forum for Democratic Change (FDC) Dr Kizza Besigye has threatened to mobilize Ugandans to hold the LC 1 elections without government’s help.

Addressing the media at his office along Katonga road in Kampala, Besigye said absence of proper structures of LCI and II has been the center of problems affecting the country which should be solved.

This comes after Members of Parliament (MPs) seating on the Legal Parliamentary Committee where surprised to learn from the Electoral Commission (EC) executive led by the Chairperson Justice Simon Byabakama not to have received UGX10 billion as it was claimed by the Local Governmetn Minister Tom Butime in the  ending financial year 2016/17 for preparing the LC1 elections from the Finance Ministry.

Dr. Besigye believes that government fears that it would lose most of the positions across the country that is why its deliberately failing to provide funds for the LC1 election yet it has the money.

He also challenged the Inspector General of Police (IGP) Gen Kale Kayihura to resign becaue he has failed to secure Ugandans citing the wave of murders that are almost covering the entire country.

Meanwhile, Besigye challenges the MPs motion of declaring state of emergency in Uganda especially in areas worst affected by famine saying that government should only invest much in agriculture to control food shortages.
