The Catholic Bishops of Uganda have expressed concern over the recent cases of torture by some security agencies describing it as a grave violation of human rights guaranteed by the Constitution.

In their joint statement after the plenary the Bishops say keeping suspects especially under both police and military detention beyond the mandatory 48 hours, subjected to all forms of torture under the guise of eliciting information from them is in itself is a stumbling block to true justice.

They have minded security officers of Article 24 and 44(a) of the Constitution which mandates all people including security personnel to respect human dignity, calling upon government to bring to book all perpetrators especially within security agencies.

They have also called on government to consider undertaking special investigations aimed at finding a long-term solution to the problem in the Rwenzori region to avoid a repetition of the November 2016 Kasese killings and destruction of property.

On the proposal for compulsory acquisition of land by government under the intended amendment of Article 26 of the constitution the Bishops said seeking to take over private property before payment or compensating the owners is bad warning it might fuel more land conflicts.

They also reminded the East African Legislative Assembly seeking to either adopt or pass a law introducing contraceptives for children below 10year in member states said it’s a danger that will promote abortion, insisting on parental guidance and moral formation to protect children.
