The Government has received a 150.6million Euros grant from the European Union (EU), under the 11th European Development Fund (EDF) to finance the Development Initiative for Northern Uganda (DINU) programme. 

DINU is a five-year programme designed to consolidate stability in 33 districts of the 5 sub-regions of Acholi, Karamoja, Lango, Teso and West Nile in Northern Uganda.

Delivering his speech at the DINU launch in Kampala, the Prime Minister Dr. Ruhakana Rugunda whose office is responsible for the overall programme supervision, says that the initiative to support in

Eradicating poverty and under-nutrition, and strengthen the foundations for sustainable and inclusive socio-economic development.

However, the EU Ambassador Attilio Pacifici emphasizes that the programme will also ensure that up to 15 valley tanks w8th a volume of approximately 15-20,000 m3 each will be constructed to increase the availability of water for production to better use seasonal water for livestock production.

According to statistics, 32.5 percent of people in Northern Uganda are leaving below poverty line compared to 21percent of the national poverty level yet the region has 68% of the 1.4 million refugees.
