The Deputy Attorney General Mwesigwa Rukutana has revealed that government has accepted to institute a constitutional review commission that is going to traverse the country collect people’s views on the amendments in the constitution.

Rukutuna says in the last parliament (9th) they shelved close to 200 amendments not forgetting the 10 proposals made by the Supreme Court in the recent election petition between the former Prime Minister Amama Mbabazi vs president Museveni among other issues that have arisen from the public which would be ideal to constitute a commission to collect their views.

In a press conference at the prime minister’s offices Rukutana said the selected personalities for the commission are just awaiting approval by the President but hastened to say that this cannot limit parliamentary work of making laws like in case of a private members bill brought by Igara West MP Raphael Magyezi wanting to remove the presidential age limit.

On Dr Benjamin Alipanga’s notice to parliament challenging efforts to amendment Article 102 of the constitution, when the Constitutional Court is currently handling a petition on the same matter of the Presidential Age Limit, Rukutana said that neither the Constitutional Court, nor any other court has the authority to “stifle the operations of parliament.”

Alipanga yesterday wrote of the speaker of parliament Rebecca Kadaga reminding her of a petition he filed in 2014 to the Constitutional Court, seeking interpretation of among others Article 102, and in his petition, he asked court to order parliament not to amend or attempt to amend the article and several other articles he listed. However court has never pronounced itself on the matter.

Alipanga argues that parliament entertaining Hon Raphael Magezi Bill to amend Article 102 undermines the authority of the court.
