The Speaker of Parliament Rebecca Kadaga has accused Ministers of Kampala for frustrating the passing of the Kampala Capital City Authority (KCCA) amendment Act 2010.

This was after Rubaga division councilors led by the chairperson Musa Mbaziira petitioned the speaker over the current Act saying the law has failed them to serve their electorate because it confines all their powers to the office of the Executive Director’s office.

In her response, Kadaga said she was also frustrated that the Ministers’ responsible for Kampala are playing hide and seek games every time the bill is put on the order paper for the second reading .

The same councilors have reported to Kadaga protesting charges put to the public by private companies contracted by KCCA to collect garbage saying this should have been the responsibility of Authority since the property rate paid to KCCA caters for garbage collection, cleaning of drainages and installing of lights among other services.
