The Uganda Land Commission-ULC has defaulted paying over 200 billion Shillings to landlords that have handed over their land for compensation.

ULC Chairperson, Baguma Isoke told the Commission of Inquiry into land matters the operationalization of the land fund under the1998 Land Act has received overwhelming response from landlords willing to surrender their land for compensation.

The Land Fund targets beneficiaries, including tenants seeking to buy/own land, government seeking to buy land for redistribution to bonafide occupants or resettlement of the landless persons. It can also provide loans to persons wanting to acquire titles or even survey their land.

Isoke however says the Commission’s work has been crippled by inadequate financing from Ministry of Finance.

The Commission headed by Justice, Catherine Bamugemereire heard that the Ministry of Finance in January directed Uganda land Commission not to take on more land until a backlog of 200 billion Shillings is cleared. The Commission is among other areas mandated to inquire into the role and effectiveness of the Uganda Land Commission (ULC) in administering public land and land fund.

Isoke told the commission that only 340 land titles have been produced since the inception of the funding to Uganda Land Commission through the Land Fund. He said the 340 land titles will be handed out to the beneficiaries in Kibale on Friday.
