The Bank of Uganda officials led by the Deputy Governor Bank of Uganda (BOU) Louis Kasekende have faced it rough before the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) over hiring external lawyers at a cost of 13bn shillings to battle court cases between the central bank and crane bank.

The Committee chaired by Bugweri County Member of Parliament Abdul Katuntu had summoned the BOU governor to explain why they wasted tax payer’s money by hiring external lawyers yet the bank had a full department of legal services that could have played that part.

While interfacing with the Committee Members including, Katuntu, Koboko Woman MP Margaret Babadiri, Kitgum Municipality’s Beatrice Anywar , Bukede district woman MP Anita Among, BOU officials explained that their legal department couldn’t manage this case since it is understaffed hence resorted to hire private lawyers.

This prompted Katuntu to urge government to always guide its institutions on when they should seek the services from external lawyer for cost effectiveness through the Attorney General’s office.

However, Kasekende and the Central Bank’s Legal officer Margaret Kasule emphasized that BOU’s legal department should be approved with a budget of recruiting more other lawyers to avoid hiring externals.

Katuntu directed them to present original documents pertaining out sourced legal services since 2013
