The head of NRM Party Entrepreneur League Robert Mwesigwa Rukaari has been questioned over the UGX 4bn he received from the government’s Land Fund without a piece of land.

It has been discovered by Justice Catherine Bamugemereire’s Land Inquiry Commission that Rukaari was first paid UGX 450 million in 2016, UGX 100m in 2017 and finally UGX 3.6bn, totaling to 4bnshs for land said not to be in his mandate.

During cross examination Rukaari explained that he received the sum of money after buying off Pastor Daniel Walugembe’s interests from the Uganda Land Commission (ULC) through which payments were made.

Rukaari also the former Ugandan Ambassador to Malawi said that he later paid Walugembe who had his properties mortgaged in KCB bank, hence qualifying for the payment.

The commission has also learnt that he used Deputy Speaker Jacob Oulanya’s law firm JL-OULANYA AND CO ADVICATES to claim the said money, which prompted the commission Deputy Counsel John Bosco Suuza to task him to explain as to why he chose that firm among all.
