Statistics shows that the Uganda police force still tops the number of alleged perpetrators of torture at 43.1℅ in 2016 an increase from 41.1% recorded in the previous year according to the African Centre for Treatment and Rehabilitation of Tortured Victims.

The report also pins other neighboring government forces and militia groups in the Democratic republic of Congo and South Sudan as another category that contributed to the high number of tortured victims.

The report further shows that there has been arise in the reported cases of torture committed by individuals in their private capacities either in a closed organised groups or solely individuals which is an indicator of the success due to increased sensitization against torture.

However the report shows that out of 1,346 registered victims of torture in 2016, 581 were reportedly tortured by the police.
