Government through the Ministry of Finance has directed the Ministry of Public Service not to pay any public officer without a National Identification Number or NIN, salary starting August 2017.

The Ministry’s Permanent Secretary Keith Muhakanizi, in his letter dated 7th August to his counterpart in Public Service and copied to the Accountant General and all accounting officers stressed that with effect from August, National Identification Numbers for each public officer and pensioner should be included in their pay slips.

The move is to increase the credibility of the Wage and Pension payrolls and ensure proper accountability following the verification exercise last year by the Ministry of Public Service to map every staff and pensioner to his National Identification Number.

In August last year, the Ministry of Public Service announced that it removed a total of 5,586 names from the payroll, made of 308,393 government employees. Meanwhile, a similar audit in 2014 also saw 8,299 non-existent workers deleted from the payroll.

President Museveni recently ordered that a bio-metric data would be used to validate records employees in future.
