Government has refuted allegations that the 2015 proposed Kampala Capital City Authority (KCCA) Amendment Bill is targeting to trim the powers of the Lord Mayor.

This bill was first introduced in the 9th parliament in 2015 by former Minister in charge of Kampala Frank Tumwebaze but its debates failed and instead the Speaker Rebbeca Kadaga directed to be republished as it was and re-tabled in the current 10th parliament.

This week, the State Minister in charge of Kampala Benny Namugwanya re-tabled the bill before Parliament and the speaker forwarded it to Parliamentary Committee on Presidential Affairs for further consultation.

On Wednesday May 10th, the Lord Mayor Elias Lukwago lashed out at government that the new bill is targeting him and deliberately stops him from vying for the same position by 2021 since it seeks to scrap off direct election for the city political leader and other positions.

Addressing the media at the Prime Minister’s Office in Kampala, Namugwanya says the bill in intended to amend article 5 of the KCCA ACT which stipulates that the city will be fully administered by the Central government and empowers several offices in KCCA.
