Uganda National Roads Authority (UNRA) has commenced three regulations that are to prosecute road and traffic offenders including traders who operate on the pavements.

During the launch, the UNRA Director for Road Infrastructure Protection Eng. Reuben Tumwesigye says that the regulations prohibit people from trading and repairing faulty vehicles besides the roads, abandoning trucks or cars alongside the road and ridding or cycling on pavements.

The regulations were launched by the Minister for Works and Transport Eng. Monica Ntege Azuba before the presence of UNRA Executive Director Allen Kagina and the Director Traffic and Road Safety Police Dr. Stephen Kasiima.

Tumwesigye further says that the regulations will be effected by January 1st 2018 with offenders to face penalties of 2 years imprisonment or a fine of 4 million shillings or both once found guilty.

However, the Director Traffic and Road Safety Police Dr. Stephen Kasiima admits that the existing traffic act and road users act have been silent on specific penalties against people who pair or abandon vehicles alongside the roads as well as drivers who over load, but these new regulations will punish the offenders.

The three new UNRA regulations include; statutory instrument 44 general, dimension and road construction control Cap 45 as well as Ferry Management cap 46.
