The Parliamentary Public Accounts Committee (PPAC) has discovered that Uganda missions abroad are not remitting funds collected from the sale of Visas and rental fees of the country’s properties abroad to the consolidated fund.

The committee chaired by Angelina Ossege discovered that some of the missions’ banks collected funds from Non Tax Revenue but it’s never reflected on the consolidated fund account.

This was detected at the Uganda mission in Nairobi where 276 million shillings was collected without receipts acknowledging such funds.

Interfacing with the Ministry of Finance officials led by the secretary to Treasury Keith Muhakanizi, Members of Parliament who include Ntungamo Municipality MP Gerald Karuhanga and Adjuman district MP Jesca Ababiku questioned the Accountant General Lawrence Ssemakula and Muhakanizi over an abuse of the tax payer’s funds.

However, Semakula apologized over the anomalies and reported that the ministry has directed all accounting officers to encourage paying of visas through E-visa payment system which directly reflects the funds on the consolidated fund account.
