Chaotic scenes at City Hall as Councilors demand Kiteezi report

Chaos has erupted at the Kampala Capital City Authority-KCCA Council sitting at the City Hall interrupting today’s session.

It stemmed from a laud clapped from one of the fans of the Lord Mayor Erias Lukwago who attended today’s council sitting, appreciating the Secretary for Physical Planning John Mary Ssebuufu for defying the Councilors’ demand to make a public apology.

Today’s Council had been called by the Speaker Zahara Maala Luyirika to have the City Executive Committee (CEC) led by the Lord Mayor present a report on solid waste management in the city.

But during the previous sitting of 10th September 2024 Councillors demanded the City Executive Committee a report regarding Kiteezi landfill disaster, on delaying the council was adjourned up to 2 pm but the CEC didn’t return with no reason given. The Councillors unanimously agreed that before CEC tabling any report they have to apologize to the council.

When Speaker Luyirika asked Ssebuufu who represented CEC today to apologize to Councilors he refused saying there is nothing wrong committed by the CEC.

This prompted a loud clap from one of Lukwago’s fans as a sign of provoking councilors in the chamber to lose tempers in the fight they have condemned Lukwago and his team for conniving with the technical wing to deny people of Kampala service delivery.

Later on the Speaker Zahara Maala Luyirika informed our reporter that the council had been infiltrated by “hooligans” with a ploy to take the mace on top of usurping their powers, something they will never tolerate.

However, Ssebuufu who represented the City Executive Committee in the Council together with Hakim Kizza Sawula the secretary for finance, administration and human resources says they had come ready to table the solid waste management report but the intention of the councilors who started with a demand for an apology surprised them and to them it wasn’t necessary.

KCCA Councillors accuse Lukwago of denying the council a chance to know what happened at Kiteezi in reports himself is said to have given to Government officials. At least 35 people died when the Kiteezi landfill collapsed on 10th August and more than 10 others remain missing and loss of property.
