The Commissioner of Parliament Mathias Mpuuga has unveiled plans to introduce several constitutional amendments starting next week.
These amendments will focus on key areas, including the Presidential Elections Act, Parliamentary Elections Act, and Electoral Commission Act.
The proposed amendments include significant changes to Uganda’s governance structure.
One key proposal is the restoration of term limits, which would prevent leaders from serving indefinitely, creating the position of Deputy President, who would not hail from the same region as the President.
Another proposed amendment is the creation of an upper house, chaired by the Deputy President-elect providing an additional layer of governance and potentially leading to more effective decision-making.
Furthermore, Mpuuga proposes reducing the number of Members of Parliament, which could streamline legislative processes.
Some articles, such as those related to age and term limits, would be entrenched to discourage individuals with high political ambitions from manipulating the system.
In a bid to increase inclusivity, Mpuuga also proposes amending the Electoral Commission Act to allow Ugandans living abroad to vote.
This would be facilitated through Ugandan embassies, with the Electoral Commission overseeing the process.
