KCCA Ag E.D Rusa Outlines Priorities in His Tenure

KCCA ACTING EXECUTIVE DIRECTOR RUSA

The acting Executive Director of the Kampala Capital City Authority (KCCA), Frank Rusa has outlined key priority areas he is to focus on in the three months’ period while in office.

Addressing the media at the Authority headquarters at City Hall, Kampala on Thursday morning, Rusa said that KCCA and the City are currently faced with several challenges among others; the loss of public trust which he has to fight to restore.

He said after gaining public trust, his team will continue pushing for the Smart City agenda beginning with instituting a Smart Technical Team that will deliver it.

Rusa explained that the KCCA team needs to be mentored and supervised in order to fulfill public expectations.

He is also looking at beautification of the City which will include relieving the public and business community from potholes, assuring that come December 2024, all roads leading to the city will be fixed using the available resources to help reduce traffic congestion.

Notably on his priority list is; launching a Clean and Greening campaign, Restoring Trade Order by removing all street vendors off the streets, and clearing City Cleaners’ arrears to prevent strikes due to delayed payments among others.

Rusa has also introduced a Criminal Investigation Directorate Unit based at City Hall to handle matters related to corruption in the Authority.

It will be managed by a person at a level of an Assistant Commissioner of Police to carry out internal investigations raised by whistleblowers about the 1,800 staff of KCCA.

He also confirmed creation of a Rewards and Sanctions Committee that will be in charge of punishing and rewarding staff.

Rusa also confirmed that he has applied for the position of KCCA Executive Director through the Public Service Commission, where if successful he will be appointed in substantive capacity to fulfill it.
