Lukwago Halts Processing of City Budget

The Kampala City Executive Committee chaired by the Lord Mayor Erias Lukwago has temporarily halted the process of processing the Authority’s budget framework paper for the coming financial year 2025/26.

According to provisions in Section 9(2) of the Public Finance Management Act 2015, the Authority is directed to prepare and submit the budget framework paper to the Ministry of Finance by 15th November 2024.

Speaking to the press at City Hall on Friday morning, Lukwago explained four enormous challenges they have encountered in the process that include; continued budget cuts, devolution of power for Division Urban Councils, failure to operationalize Section 37 of the Local Government Act of 2005 that directs for the creation of the Property Tax Fund and Government’s failure to allocate funds for key priorities of KCCA.

It’s against this background that Lukwago calls upon stakeholders in Kampala who include the acting Executive Director of KCCA Frank Rusa, the Ministers for Kampala, Members of Parliament from Kampala, Division Mayors, RCCs, Authority and Division Speakers and their Councillors among others, on Monday next week to forge a way forward on how they can go about these challenges before the budget deadline of November 15th 2024.
