KCCA’s Rusa Warns CEC and Council over Standoff

The acting Executive Director of the Kampala Capital City Authority (KCCA) Frank Rusa Nyakaana has warned the City Executive Committee (CEC) led by the Lord Mayor Erias Lukwago and KCCA Council led by the Speaker Zahrah Maala Luyirika from the ongoing rift between them which is affecting service delivery in Kampala City.

In his speech to Councilors during the Council sitting at City Hall chaired by the Speaker Luyirika, Rusa noted that the current stalemate gives chance to the Central Government to “interfere” into their duties if not restrained.

He was speaking in reference to the processing of the Authority’s budget by Kampala Minister Hajat Minsa Kabanda following the reported impasse.

It should be noted that the budget circular for KCCA for the financial year 2025/26 was tabled before Parliament for the first reading without the input of Councilors yet CEC chaired by Lukwago had to present it to Council but the deadline passed without the Councilors’ input giving a chance to Minister for Kampala to use her powers as prescribed in the KCCA Act to table it before Parliament.

Rusa used the meeting to explore solutions to the prevailing standoff.

It’s against this background that the Authority Councilors resolved to put up a disciplinary committee chaired by Councilor Francis Mbazira to investigate the cause of the misunderstanding between CEC and Council.
