Medical Association Disagrees with Discarding of DNA Results after Use

President of the UMA DR, Herbert Luswata

The Uganda Medical Association (UMA) has underscored the need for the Government to store DNA samples for future use.

The proposal was put forward by the President of the Association, Herbert Luswata during his appearance before Parliament’s Committee on Defense and Internal Affairs, where he shared the Association’s views on the Forensic and Evidence Bill 2024.

Luswata expressed concern that the current provisions in the Bill suggest that after collecting DNA samples and conducting tests, the results may be discarded which he says they do not agree with.

Luswata emphasized that retaining DNA data is crucial for identifying criminals; particularly in cases involving serial offenders which he says can significantly enhance the country’s ability to solve major crimes.

Luswata also raised concern about the dual role of the Government Analytical Laboratory to serve both as a regulator and a service provider which he says may result in conflict of interest in some instances.

He has advised the committee to consider making the laboratory solely a regulatory body, while also designating it as the final point of reference when results from other laboratories are disputed.
