Minister Kaboyo raises alarm over lack of funding for NRA Luwero War Veterans ‘Ex gratia Payments

The Minister in charge of the Luwero Triangle, Alice Kaboyo, has raised serious concerns regarding the continued lack of funding for the ex gratia “Akasiimo” payments to veterans of the NRA Luwero war.

Minister Kaboyo made the revelation during a session before the Parliamentary Presidential Affairs Committee, where she was scrutinizing the ministerial policy of the Office of the President.

She informed the committee that, despite growing demands from beneficiaries, there has been no budget allocation for the exgratia payments since 2022.

Historically, the government had allocated 5 billion Shillings annually for the payments, but this has been halted, leaving many veterans without the much-needed support.

In addition, Kaboyo announced that President Museveni has directed that veterans of the Lakwena and Rwenzururu conflicts be included in the ex gratia beneficiary database starting in the 2025/26 financial year, expanding the support to those who have long awaited recognition.
