FDC’s People’s Front for Freedom warns MPs against UPDF Act Amendment

The Forum for Democratic Change (FDC) Katonga Road faction, now operating under the name People’s Front for Freedom (PFF), has issued a warning to Members of Parliament regarding proposed amendments to the Uganda People’s Defense Forces (UPDF) Act that would allow military courts to try civilians.

At a press conference held at their offices in Kampala, Kira Municipality Member of Parliament and PFF Spokesperson Ibrahim Ssemujju Nganda stated that the proposed amendment not only contravenes constitutional order but also seeks to overturn a Supreme Court ruling, thereby undermining civil justice.

Ssemujju raised concerns about the integrity of the MPs who are set to debate and decide on the amendment, alleging that they had each been given UGX 100 million to sway their decisions in favor of the government’s position.

His remarks came after Prime Minister Robinah Nabbanja announced that the UPDF Amendment Act would be included in the government’s legislative priorities for the current session.

This announcement follows another controversy where it was reported that MPs, predominantly from the ruling National Resistance Movement (NRM), were allegedly gifted UGX 100 million each as a gesture of appreciation for their support of the contentious Coffee Amendment Bill last year.

There are also claims that these funds are intended to entice MPs to support the forthcoming amendment to the UPDF Act.

The PFF’s stance highlights growing concerns regarding the balance of power and the protection of civil rights in Uganda, as many civil society groups and opposition voices worry about the implications of military jurisdiction over civilians.
