Lord Councillors at City Hall have lashed out at Kampala Lord Mayor Erias Lukwago for his statements indicating that they are being used by an invisible hand to demand for the Kiteezi disaster report from the City Executive Committee-CEC.
During the last week’s Council sitting that was chaired by the Speaker Zahara Maala Luyirika, Councillors exchanged blows with one of the supporters of Lukwago who loudly clapped hands in support of a CEC member, John Mary Ssebuwufu who had refused to apologize to Council for failing to present a report on the Kiteezi disaster yet Lukwago had presented a similar reports to the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises-COSASE and to the Inspectorate of Government.
Luyirika noted that people in Kampala have supported Lukwago for a long time, and it’s high time that he reciprocates their trust in him by presenting the long awaited report to the Councillors instead of blackmailing them.
Regarding issues related to the closure of the Council Chambers at City Hall, Luyirika explained that she did not receive any information relating to the postponement of the Council sitting she had called on Thursday as it was claimed that the Minister for Kampala, Hajat Minsa Kabanda had written to various departments but neglected her office.
However, the Kampala Capital City Authority (KCCA) Spokesperson Daniel Niweabiine explained that the Council could not go on because Kabanda had already requested for postponement of the sitting since the interim leaders at City Hall had not been appointed after President Yoweri Museveni sacked the former Technical heads of the Authority.
On Tuesday September 24th 2024, in a decisive response to the findings of the Inspector General of Government (IGG) report concerning the Kiteezi Landfill disaster, President Museveni exercised his constitutional authority under Article 172 (1) (a) of the 1995 Constitution and dismissed Dorothy Kisaka, the KCCA Executive Director, her deputy, Eng. David Luyimbazi, and Dr. Daniel Okello, the Director of Public Health in the public interest due to significant evidence of criminal negligence.
The IGG’s report clearly outlined the severe oversight and negligence exhibited by these officials.
