The Uganda Communications Commission (UCC) has put on notice to invoke the regulatory framework, sanctions and possible prosecution of broadcasters of offensive content, and organizers and promoters of indecent shows.
This comes after a public outcry about vulgar, offensive, obscene, indecent and distressing material in the form of music audios, and videos across various media platforms, including television, radio and other online channels.
Speaking to the media today at UCC offices in Bugoloobi, Kampala Hon. Nyombi Thembo, the UCC Executive Director says the Commission acknowledges that vulgarity goes beyond broadcasting and extends to public entertainment which he says cannot be tolerated as it compromises social values and norms.
He adds once such content is left to be aired, Uganda’s next generation will be greatly affected.
He disclosed that the Commission also suspended the broadcasting of some songs composed by musicians Yasin Mukasa a.k.a Lil Pazo and Geresom Wabuyi a.k.a Gravity Omutujju because of their vulgarity.
Meanwhile, Nyombi emphasized that the regulatory footprint of UCC extends to such performances under the Stage Plays and Public Entertainment Act Cap 49.
Under this law and the Regulations made there under, the Stage Plays and Public Entertainments Rules 2019, organizers and promoters of public entertainment events must seek authorization from Uganda Communication Commission.
Regulation 6(1) of the Stage Plays and Public Entertainments Rules states thus: “A person shall not, without a permit issued by the Commission, stage or exhibit a play or public entertainment.” he added.
