Mukono Municipality suspends CCCC roadworks

China Communications Construction Company Limited (CCCC) has controversially resumed roadworks under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP) despite a suspension issued by Mukono Municipality.

On March 7, Mukono Municipality officially suspended all roadworks carried out by CCCC, citing concerns over the contractor’s repeated failure to comply with key contract terms, technical standards, and environmental and social safeguards.

However, the contractor defied the suspension and, within a week, redeployed part of its team to the construction sites over the weekend.

Mukono’s municipal mayor, Erisa Mukasa Nkoyoyo, stated that during a recent meeting, CCCC was given two weeks to address the technical issues raised in the suspension notice before work could resume.

Among the key violations listed were inadequate safety measures, the failure to report incidents (including a tragic death of a casual worker on-site), insufficient worker welfare, and a lack of adherence to grievance redress mechanisms.

Sources indicate that CCCC representatives have been in close communication with Mukono Town Clerk, Francis Byabagambi, potentially influencing the contractor’s decision to resume work without approval from other municipal authorities.

The situation has sparked concerns about the contractor’s adherence to regulations, as well as the municipality’s ability to enforce compliance.
